Navi Mumbai International Airport likely to get key land approval in 3 weeks

MUMBAI: Prime Minister Narendra Modi's office is taking keen interest in crucial decisions related to the proposed Navi Mumbai International Airport and a key approval is now expected in less than three weeks, said two people familiar with the development. 

The approval is for handing over 250 hectares of land at Sudhagad in Raigad district by the City and Industrial Development Corporation (CIDCO), the nodal agency for the development of the proposed airport, in lieu of 108 acres of mangroves that will be taken over for the project. The Prime Minister's Office has put the proposed project in the new governance programme, Pragati -- Proactive Governance and Timely Implementation. 

According to CIDCO officials, it has already received permission for the Vadghar project, meant to rehabilitate people displaced by the airport project. 

"Things have been moving quite fast since the Prime Minister's office is now directly connecting with the chief secretary of Maharashtra with regard to Navi Mumbai International Airport project," CIDCO managing director Sanjay Bhatia told ET. The chief minister has also set up a war room and this is also helping in better inter-departmental coordination." 

Bhatia, who spoke on the sidelines of a conference organised by think tank Mumbai First, declined to comment on the likely timing of of the approvals. 

Permission for the rehabilitation project was delayed as CIDCO had to obtain approval from the Maharashtra Coastal Zone Management Authority CIDCO is likely to get approvals for the proposed Pushpak Nagar township close to the airport in the next few days, the people said. 

The Navi Mumbai airport has been delayed primarily because of issues of land acquisition from villages, which led to skepticism from infrastructure developers. The government had initially approved setting up the airport in 2007. 

It was supposed to be completed by 2015 and is likely to be ready by December 2018. Planned as an alternative to Chhatrapati Shivaji International Airport located across the Mumbai suburbs of Santa Cruz and Andheri, the Rs 14,573-crore Navi Mumbai airport project is likely to be completed in four phases. The airport will span an area of 2,867 acres with a terminal building of 5,23,000 square meters and two runways. 

Four companies have made initial bids for the airport: GMR, GVK, the Tata Group in a tie up with Ferrovial, and Hiranandani Group in partnership with Zurich Airports. Bhatia recently said the project should be awarded by December. The delays and uncertainty over land acquisition led global airport developers such as Fraport to stay away from the project. Fraport owns 10% of the GMR-led Delhi International Airport. 

Experts have said the success of the airport depends on allied transportation services and routes, including the 22-km trans-harbour link connecting the main city and its satellite arm. UPS Madan, commissioner of the Mumbai Metropolitan Region Development Authority, said recently that given the timely financing, the Rs 11,000 crore link may be completed along with the Navi Mumbai airport

Navi Mumbai International Airport project back on track

The Navi Mumbai International Airport has been conceptualised as the eighth largest in the world, spread over an area of 1160 hectares to handle 60 million passengers a year and at an estimated cost of Rs 14,500 crore.

Mumbai's dreams of becoming the first city in the world to boast of two airports never took off as the city developer CIDCO was unable to acquire land from farmers. But this all is set to change, reports CNBC-TV18’s Alexander Mathew. According to CIDCO, the Navi Mumbai International Airport Project has four good bids now.

“We have Vinci, Zurich airport, then GVK, GMR. So all these four are pretty good guys and their offers are now getting technically examined. By mid-April we should know who all qualify. After that they have to submit their RFP --the proposal, the bid which they are making, which is a percentage of gross revenue to be given to CIDCO.

We will be giving them three-four months time to make that offer. So my expectation is that we should be able to finalise the partner by December-end,” said Sanjay Bhatia, Vice-Chairman & MD, CIDCO. The development of Mumbai's second airport is likely to go up by Rs 550 cr as Budget 2015 removed the service tax exemption on the construction of greenfield airports. Neverthless, CIDCO is moving ahead, and has begun issuing tenders for civil work at the site of the proposed airport. This pre-development work is estimated to cost around Rs 2,400 crore, and is likely to begin after monsoons this year.

So what does this mean for residential prices in the vicinity of the upcoming airport? Prices in areas like Panvel, Belapur, Kharghar and Ulwe surged around four years back when the project was announced. In the case of Kharghar, prices have risen from Rs 3,000 a square foot to around Rs 9,000 now. In Panvel, they have risen from below Rs 3,000 a square foot to around Rs 7,000. Sewri-Nhava Sheva sea link, Navi Mumbai airport's compensation to match

While the City and Industrial Development Corporation (CIDCO) has commenced the allotment of 22.5 per cent of developed land to the project affected persons (PAPs) of the proposed Navi Mumbai international airport, villagers affected by the planned Sewri-Nhava Sheva sea link freeway bridge project also have good news. 

The town-planning agency revealed that recently they had a discussion with PAPs of the sea link project, and said that the villagers affected by the project would get land compensation package on the same lines as the airport scheme. Sanjay Bhatia, managing director, CIDCO, said, “We had a talk with the PAPs from Chirle, Ghavan and Jasai villages which would be affected by the project. We discussed a land allotment scheme similar to that of the airport project and they (villagers) will take a final call by next week.” 

This means villagers will get 22.5 per cent of the total land they give up for the project, in form of developed plots. 

The sea link, which proposes building a 22.5-km bridge with six lanes connecting Sewri to Nhava Sheva, requires nearly 37 hectares of village land. 16.5 km of the bridge will be over seawater, while 5.5 km will consist of a viaduct on land. The bridge will terminate near Chirle village and its neighbouring areas in Uran. 

The project, being helmed by the MMRDA, will be implemented through a public-private partnership on the design, build, finance, operate and transfer (DBFOT) model. The estimated project cost has shot up to around Rs 11,000 crore from Rs 4,000 crore in 2005, and has a scheduled completion deadline of 2019. Meanwhile, CIDCO on Wednesday carried out the third lottery of plots for the PAPs of the upcoming Navi Mumbai international airport. This would give them 22.5 per cent of developed land in the project. The villagers will also be granted an FSI of 2 for construction on these plots

Navi Mumbai international airport set to start operations from 2019

NAGPUR: The proposed Navi Mumbai international airport in Kopra-Panvel will begin operations from 2019, Chief Minister Devendra Fadnavis told the Maharashtra Legislative Council here today. 

"The process of getting permits from various departments shall be completed by January 2015 and the first phase of this airport will start functioning from 2019," Fadnavis said replying to a calling attention motion brought by members Sanjay Datta, Bhai Jagtap, Husnabai Khalife, Sharad Ranpise and Dipti Choudhary. 

"We have already acquired 592 hectares of land for it and all major clearances have been received by the government. Only a few sanctions are left.. we will get it by January 2015. After getting all the sanctions, we will go in for financial bids for construction," he told the House. 

The total project cost of this largest greenfield airport should be around Rs 14,573 crore, he said. 

CIDCO is the nodal agency for the work. The first part of the NMIA airport will have a capacity to handle 10 million passengers per year. 

Also, the airport will help creating new jobs. The entire project is based on Public Private Partnership model and it will lend a new direction to the development agenda of the state, he said. 

The government has acquired land for this upcoming airport in Mumbai Metropolitan Region (MMR) after providing a compensation of Rs 14 crore per hectare. 

The airport is being built with an aim to ease air traffic congestion at Mumbai's Santa Cruz airport and also to divert population influx in the metropolis to the new town.

Civil aviation ministry approves ”share till” model for Navi Mumbai airport

The state-run City and Industrial Development Corporation (CIDCO) has crossed yet another hurdle as the union ministry of civil aviation today cleared its plea for ”share till” approach for the Navi Mumbai international airport on the lines of Delhi and Mumbai airports. 

This was one of the issues on which bidders had sought clarification from CIDCO. The state chief minister Devendra Fadnavis about 10 days ago had personally spoken to the union minister of civil aviation Ashok Gajapathi Raju seeking an early approval of his ministry in this regard. CIDCO vice chairman and managing director Sanjay Bhatia told Business Standard ”Chief Minister Devendra Fadnavis and the civil aviation ministry informed me about the approval for the ”share till” approach. 

”Share till” means basically part of the revenue generated from non aeronautical facilities will also be used for compensating the airport passengers. 

With this, the project will become competitive. CIDCO now hopes to get competitive bids.” Bhatia said that CIDCO had extended deadline for the submission of request for qualification (RFQ) to July 30, September 2 and October 31 and December 10. 

RFQ was issued on February 5. ”The time has been further extended up to third week of January. No further extension will be given,” he added. TATA Realty and Infrastructure, Zurich Airport, Ferrovial, MIAL, SREI Infrastructure, Samsung C&T, IL&FS, GMR Group, Shakat Aviation, Walnut Aviation, ESSEL Infrastructure and Vinci Concessions India had shown interest in the project development. 

CIDCO is the nodal agency for the Navi Mumbai airport project which needs 2,268 hectares, out of which about 1,160 hectares will be used for aeronautical purposes. Further, CIDCO was in the midst of acquisition of over 600 hectare of private land for the airport project.

Smart City In charge appreciates Cidco’s smart city scheme NAINA

Belapur: With hearings for objections and suggestions for the pilot project of Navi Mumbai Airport Influence Notified Area (NAINA) set to be held from November 27, the concept has evoked interest and even earned appreciation from none other than the chief of the smart city project in the Narendra Modi government. According to sources, “The in charge of smart city has appreciated the concept of NAINA and wants the model to be replicated in other parts of the country.” 

Cidco has passed a board resolution for development of NAINA area and has submitted interim development plan for the region comprising of 23 villages. The hearing on suggestions and objections will be held on November 27, 28 and 29 at the NAINA office in Belapur. 

Developers from the region had submitted their observation for the draft interim development plan and during the hearing want to make a detailed presentation of the issues faced by them. Elaborating on the plan, sources said, “NAINA is nothing but a smart city scheme. We plan to develop the area into region of the 21st century. If people come together and have minimum 10 hectare of land, then we have an incentive scheme wherein if they surrender 40% of their land to Cidco, they will get FSI of 1.7 for development against the presently available 0.1 FSI.” In addition, the sources said, “Cidco will be getting all the environmental clearances for them and develop infrastructure in the area.” 

The state government had appointed Cidco as special planning authority (SPA) for NAINA, which is in the 25 km radius area of Navi Mumbai airport. Cidco was also entrusted with the responsibility of draft interim development plan with corresponding control regulations. Accordingly, Cidco has prepared a pilot project of 23 villages. Any developer who has to start construction work in the NAINA region have to take permission from Cidco to start the project unlike the practise earlier, wherein it sought permission from local bodies. 

Meanwhile, developers want early decisions on NAINA. Harish Chheda, Navi Mumbai-based developer, however, feels the government should fast track NAINA development. “There is a need for Cidco and the state government to fast track NAINA development. Cidco was, till now, focused on airport development, but they should also cater to other sectors which demand attention.”

CIDCO to hold a hearing for the objections and suggestions for the proposed Navi Mumbai Airport Influence Notified Area (NAINA)

The City and Industrial Development Corporation (CIDCO) 

will hold a hearing for the objections and suggestions for the 

proposed Navi Mumbai Airport Influence Notified Area 

(NAINA) project between November 27-29.


The hearing will be held for the pilot project involving 

rehabilitation of 23 villages which are currently on the land 

on which the airport will be built. These villages fall under 

the notified area.


till date, CIDCO has received over 3,946 applications of 

objections and suggestions related to the project. A special

committee will conduct the hearing at the Belapur station 

complex in two phases. 


CIDCO had invited objections and suggestions on the issue 

between August and October this year. The first phase will 

cover over 2,733 objections and suggestions. A date is yet

to be decided for hearing the remaining 1,213 applications. 


Officials at CIDCO revealed that post-hearing, the pilot 

project may be revised and will be sent to the state 

government for approval. Mohan Ninawe, PRO, CIDCO, 

said, “We are conducting the hearing to get views from the

people and will implement changes in the pilot project if

required. However, if this project is approved and 

implemented, CIDCO will rehabilitate the rest of the villages 

in the same manner.

Navi Mumbai airport project gains pace

Navi Mumbai : The much-awaited international airport project in Navi Mumbai gained momentum as most of the disgruntled villagers have fallen in line, literally. The City and Industrial Development Corporation has set the deadline for submitting consent letter on October 6.
“More and more people have come forward to make the airport project a grand success,” said a CIDCO official, adding many more are expected to submit their consent letters in coming days. Now, the villagers were keen to co-operate for the on-going survey and hence there was no need for police deployment for survey, said another CIDCO official.
Those villagers who were opposing the government’s land deal offer from the beginning, realised that the CIDCO’s airport relief package is better than the compensation under Land Acquisition Rehabilitation and Resettlement Act, said a source familiar with the development. As the deadline neared, the Metro One in New Panvel was opened on Sunday for accepting consent letter from villagers and would be open on Monday despite being a public holiday.
According to sources at deputy collector office, Raigad, the planning agency had so far received 600 of the 1,350 consent letters and nearly 50% of the R&R (relief and rehabilitation) letters. The houses which were constructed before September 2013 will be counted in the R&R survey.
“Even villagers from Paragon Koli, who were opposing till the last moment, now they were willing to co-operate for the on-going survey,” said a highly placed source.
After visiting deputy collector office, Raigad, it was revealed that CIDCO officials were ready to extend all possible help to villagers including affidavits and any other legal help.
As completing the process of acquisition within two years from the date of notification is nearing the deadline, there is still scope for completing the process of accepting letters and settling claims, said a source who wanted not to be named. As per Navi Mumbai International Airport package, the CIDCO has offered 22.5% developed plots as compensation to project affected people, whose land would be acquired. The State government has offered 22.5% of developed plot with an average floor index space (FSI) of 2.
The villagers would get FSI of 1.5 for 12.5% of developed land and 2.5% for the remaining 10% developed land.
The CIDCO is hopeful that airport deal scheme would be accepted by as the Navi Mumbai airport becomes a reality.

Navi Mumbai airport work to start from Jan 2015

City and Corporation (CIDCO) plans to start pre-development works including relocation of lines and reclamation of site of land for the from January.

The pre-development works will commence upon completion of land acquisition later this month.

Pre development and will take over a year for completion and are estimated to cost over Rs 2,000 crore. According to CIDCO's planning the first phase of Rs 14,500 crore Navi Mumbai airport will ready from December 2018.

"We have split the pre development works in parts. Our officials are fine tuning the details with Indian Institute of Technology,'' a senior official. Bids for the works will be issued next week, sources said.

Works include reclamation of marsh land, increasing height of land from 0-2 metres to 5 metres above mean sea level, flattening of hillocks, diversion of Ulwe river and relocation of power transmission lines.

The pre development works will be funded by CIDCO and the cost will be included in total airport project cost.

CIDCO is likely to opt for underground cable network in the airport area instead of merely relocating overhead transmission lines through alternate patch of land. This is being proposed as underground cabling will not require much land. A final decision is yet to be taken on the issue.

"has got four lines of 220 KV / 110 KV passing through the area. We have given two options to CIDCO - either divert the lines away from the stipulated zone of the airport or convert them into underground cable system bypassing the airport zone. Tata Power would prefer the option of diversion since in that case, the lines can later be upgraded whenever required. However in the public interest, we will accept the option two of underground cable system,'' a Tata Power spokesperson said.

Mumbai's second airport project has been long delayed due to environment clearance issues and land acquisition problems.

But in a positive development last week Bombay High Court directed project affected persons to accept the compensation plan offered by the government by October 6.

CIDCO expects land acquisition process to be complete by October-end. Bidders too have to submit request for qualification (RFQ) documents by October 30.

About 671 hectares of private land is still to be acquired and officials are hopeful of completing the acquisition process by October end.

The project's total land requirement is 2,268 hectares. About 1160 hectares will be used for aeronautical purposes (construction of terminals, runway, taxiway etc).

Cidco starts alignment work for Metro Line II, III

Navi Mumbai: The City and Industrial Development Corporation (Cidco) has started the alignment work for line II and III of the Metro corridor to complete the connectivity from Belapur to Navi Mumbai International Airport (NMIA). 

Sources said, Cidco has also proposed that MIDC will share the cost of a short stretch of the metro (line III) of around 2km connecting Pendhar to Taloja MIDC, as the land belongs to the MIDC. 

The ongoing line I of the Metro, which covers a distance of 11.1km, will connect Belapur station to Pendhar. Line II will connect Pendhar to Taloja MIDC, while line III will start from Taloja MIDC and connect to Khandeshawar railway station via Kalamboli — a distance of 8.35km. 

The line III, in all likelihood, will be aligned with the Sion-Panvel highway from Kalamboli towards Khandeshwar. There will be another extension from Khandeshwar to the Panvel side of the airport. Sources said that authorities are contemplating whether the connectivity should be underground or over the station. 

The distance from Khandeshwar to Panvel will be known once the alignment is worked out. 

Cidco will fund the entire project except for the proposal to share the cost with MIDC for the short stretch. The project cost and other details for line II and III are yet to be worked out. The Metro line I project cost is pegged at Rs 2,850 crore.

Navi Mumbai to soon be a hub for affordable housing

If you are planning to buy a house soon, Navi Mumbai will soon be a good place to look. In the next nine months, 4,750 acres of land is going to be available for residential construction due to a change in policy.
Where did this land come from?
The City and Industrial Development Corporation (Cidco) recently issued a notification freeing 350 hectares (875 acres) of 1,500 hectares of land for residential construction. Earlier, this land was a regional planning zone, where most plots and its surrounding areas were reserved for the government to build gardens, schools, hospitals, etc. "The 350 hectares now mostly belong to private owners. Now, land owners can apply for conversion and develop it as per their convenience," said senior Cidco official requesting anonymity.
Cidco has earmarked another 400 hectares (1,000 acres) of land to rehabilitate those affected by the Navi Mumbai airport project. Cidco will rehabilitate them by giving them 22.5 per cent of developed land near Ulwe and its surrounding areas. Cidco has also decided to develop a modern township called Navi Mumbai Airport Influence Notified Area (NAINA), close to the new airport in Panvel taluka on 1,200 hectares (3,000 acres) of land.
Asia's biggest township in NaMu soon
NAINA will be well-planned and is being touted as Asia's biggest township. It will be developed in the next five years in a phase-wise manner on a public-private partnership model.
How much will these houses cost?
Arvind Goel, president of the Maharashtra Chamber of Housing Industry (MCHI), Navi Mumbai Unit, welcomed Cidco's decision of converting the reserved land for residential purposes. "It is good news for developers and potential buyers. Because of the availability of so much land, large numbers of affordable houses will be constructed. These houses will be in the Rs 40-60 lakh bracket," said Goel.
Manohar Shroff, general secretary of MCHI, Navi Mumbai said, "Land prices are going through the roof, so developers were compelled to raise property prices. The availability of a huge chunk of land will surely help reduce land prices and subsequently, property prices. The input cost is important in the construction business."
Development should by eco-friendly: Real estate expert
Atul Nemade, a real estate expert, said that it was good news that some much land is going to be available for housing. "But the development should be sustainable and eco-friendly. It shouldn't just be a concrete jungle, or there will be chaos. Besides, the state government controls the prices and development," said Nemade.

Navi Mumbai Airport PAP : 17 plots allotted in Cidco’s second draw

NAVI MUMBAI: The City and Industrial Development Corporation (Cidco) allotted 17 more plots in the proposed Pushpak  Nagar township during the second lottery draw on Tuesday. 

In the second lottery draw, the 17 project affected persons (PAPs), who were allotted the plots, are from Owale, Pargaon, Pargaon-Dungi, Dapoli and Wahal villages. They have been allotted the plots in different demarcated blocks. 

While, nine plots were allotted to PAPs from Owale, two plots were given to Pargaon and Daopoli PAPs each, three to Pargaon-Dungi PAPs and one to a PAP from Wahal. 

The first lottery was held on August 15, wherein 33 plots were allotted by a lottery draw system. 

Cidco has received 85 consent letters till July 23, the cut-off date. 

According to Cidco officials, they still have to get around 450 more consent letters from the villagers affected by airport project.

New airport: Cidco extends bid deadline yet again to Sept 2

After the Civil Aviation Ministry recently approved the revised tender document for the proposed , the nodal implementing agency  has extended the deadline to submit requests for qualification (RFQs) to September 2.

Last week, a Cidco delegation had presented a revised tender document draft to aviation minister , which he approved immediately. This is the second extension for the bids since June 18.

"Bidders had requested us to make certain changes in the existing tender document. Accordingly, we revised it and submitted it to the ministry for its approval, and was granted the same. Bidders have now a month's more time till September 2 to submit RFQs based on the revised tender," City and Industrial Development Corporation (Cidco) vice-chairman and managing director Sanjay Bhatia, told PTI.

The state-run agency had floated tenders for the over Rs 14,500-crore project in February and had fixed June 18 as the date of submission of RFQs. The deadline was, however, extended to July 30 as the bidders sought time to submit the tenders.

In February round of RFQs, leading companies like Zurich Airport, Ferrovial Aeropuertos, Tata Realty & Infrastructure, Mumbai International Airport, Srei Infra Finance, Samsung-C&T, IL&FS, GMR Group, Essel Infraprojects, Gensler of US, UK Trade & Investment, and Vinci Concessions India among other had submitted their bids. But with the Tatas having two airlines, Tata Realty is not eligible for bids.

"We have now extended the submission date to September 2. On receipt of the RFQs, we will finalise eligible candidates for the actual bidding for the project," Bhatia said.

The revised document has brought significant changes such as increasing the equity participation by foreign airlines to 26 per cent from the earlier 10 per cent in the private  that will execute the project, and Cidco ceding 74 per cent stake to the private consortium, retaining the remaining 26 percent among others.

Physical possession of the Navi Mumbai airpoland is expected to be completed by September'2014

MUMBAI: Notices for land acquisition for the 226-acre core area for the Navi Mumbai international airport will be issued from Tuesday. The land is largely owned by villagers and is spread over eight villages. The acquisition will be carried out by the Raigad collector.

Cidco officials said physical possession of the land is expected to be completed by September.

"In phase I, for compensation distribution, we received 46 consent letters, and 11 more people have come forward after closure of the process. Plots have been marked and allotments will be done through a lottery. The first assignment of plots to project-affected people will be done on August 15,'' sources said.

Once the land is acquired, the process of reclamation, hill-cutting and diversion of the Ulwe river will be undertaken in the core area.

Bids for the airport's construction will be issued within three months and the process will be completed within eight months. Thereafter, the bidder will have to take over the construction process, including whatever remains of reclamation and hill-cutting, officials said.

"Currently, the rehab area for over 2,500 families who are to be compensated with a house (they do not own land) is being developed. This is apart from landowners who will be rehabilitated at Pushpak Nagar, which is also under development,'' the officials said. Landless families will be rehabilitated in Wadghar and Wahal villages.

Another challenge for the airport construction is the shifting of high tension lines owned by Tata Power and the Maharashtra State Electricity Distribution Company Ltd (MSEDCL), which is underway.

With all requisite permission in place, officials said the airport should be ready to operate by 2017. The project cost has gone up from Rs 4,766 crore in 2006 to Rs 14,573 crore. It is being planned as a green airport with water bodies, riverfront development, a mangrove park and a forest spread over 600 hectares.

Ahead of Maharashtra polls, CIDCO projects get push

Desperate to gain ground ahead of the assembly polls scheduled for October, the Congress-NCP government in the state has decided to fast-track a series of projects undertaken by the City & Industrial Development Corporation (CIDCO).

Work has already started on the largest greenfield international airport in the country at a cost of Rs 14,573 crore, estimated to cater to about 60 million passengers a year. A majority of the clearances have been received.

Phase I flights are expected to start by December, 2018.

A new city, Naina, is being developed over an area of 60,000 hectares around the new airport.

The corporation is also undertaking a 11-km metro project from Belapur to Pendhar at a cost of Rs2,111.51 crore and it is expected to be completed by May 2016.

Work on the Nerul/Belapur-Uran railway project, with an estimated cost of Rs 1412.17 crore, is expected to be completed by 2016.

Sources there are proposals to put in place an elevated corridor from CST to Panvel and rail connectivity between Panvel and Uran.

A second road link to Jawaharlal Nehru Port Trust, the government has set aside Rs200 crore for this, and three bridges on coastal road at Dronagiri at a cost of Rs 103 crore are also being developed.

Bhatia said a plan has been implemented to make all the processes of CIDCO completely transparent by posting information on the website. The corporation has prepared an action plan for development of 13 schools, four professional colleges, a degree college, 32 hospitals, 34 religious/spiritual centres and 77 social welfare centres at different nodes.

Also, a nature park is being developed over an area of 2,000 hectares in collaboration with the forest department at a cost of Rs36 crore.

Cidco to submit Naina model for state Approval

NAVI MUMBAI: The City and Industrial Development Corporation (Cidco) board has finalized the Navi Mumbai Airport Influence Notified Area (Naina) model for developing the 600 sq km land area, comprising 270 villages. This model details the financial viability of the city project and will be submitted to the state government for its approval.

The state government had appointed Cidco as the special planning authority for (Naina) in January last year, following the development of the airport.

The Cidco board meeting on Monday gave finishing touches to the financial model that will be forwarded to the state government soon, said sources.

Naina model requires the participation of people who will get developed spaces, along with compensatory floor space index (FSI), in return for the land they give up.

The scheme involves surrendering 40% land to the authority 'free of cost' and retaining 60% with FSI of 1.7 for commercial use. Cidco will get a share of 15% land to fund city and peripheral level infrastructure.

Cidco invites pvt participation in development of Navi Mumbai

City and Industrial Development Corporation (Cidco) has invited private players to participate in various projects it has undertaken to develop Navi .

The government's special planning authority for the satellite township of Mumbai has embarked on Rs 20,000 crore worth of infrastructure projects around the proposed Navi Mumbai International Airport.

Cidco Vice Chairman and Managing Director Sanjay Bhatia has written letters to all stakeholders listing out the various initiatives it has taken on infrastructure and invited them to be a part of its large scale economic activity.Some of the major infrastructure projects proposed by Cidco include
Rs 14,500-crore international airport
Rs 2,100 crore metro rail project
Rs 1,412 crore Nerul-Belapur- Uran railway project
Rs 1,450 crore Balganga Dam to ensure drinking water to the city, and several other works like coastal road and bridges.

The first phase of the long-pending airport is expected to commence operations from December 2018, Bhatia said in the letter.

The letter further said the government is reactivating the Mumbai Trans Harbour Link (MTHL), while JNPT is doubling its handling capacity to handle large ships and Cidco itself is developing a 600 sqmt township for the airport.

Realty players like Prajapati Developers and Moraj Developers have welcomed the initiatives of Cidco and assured to support the growth story of the city.

"Infrastructure development is key to any urban development and I am sure the various projects initiated by CIDCO will go a long way in Navi Mumbai's rapid progress. We are committed to contribute to shaping up the city as a truly world class city," Prajapati Developers Managing Director Rajesh Prajapati said.

Cidco has chalked out a plan to construct 6,000 affordable houses for the economically weaker sections, low income and middle income groups. Besides, it is also improving sports infrastructure by developing large open spaces into cricket and football grounds.

The corporation has also initiated steps to resettle the project affected people with increased compensation and land allotment of developed plots.

"This is bound to ensure smooth land acquisition and a trouble-free development," Moraj Developers Managing Director Mohan Gurnani said.

In the letter to the developers, Bhatia further said Cidco is stepping up its vigilance to ensure hassle-free transactions with its clientele, has hired third party project management and monitoring for all projects costing more than Rs 5 lakh and taken up a Rs 36 crore nature park project.

The project spread across 2,000 hectare will have walking trails, regeneration of forests, water conservation projects, viewing galleries, adventure camps and camping facilities, refurbishing of existing waterfalls and boulders' park.

Cidco duo goes local for airport project

NAVI MUMBAI: The strategy of the City and Industrial Development Corporation (Cidco) MD, Sanjay Bhatia, and joint MD, V Radha, of involving local political representatives and spending time with villagers for the airport project to move ahead has paid off. It has helped resolve much of impasse with the villagers for the Rs 15,000-crore Navi Mumbai International Airport (NMIA) project.

Apart from engaging local leaders, they announced a slew of development projects too for the villagers. This has boosted the confidence of the villagers, who will get uprooted from their ancestral homes once their lands are acquired for the project.

The two senior officers were quick to realize that mere meetings and taking administrative decisions wouldn't help. So, they took the help of political leaders to cross the hurdles.

The political face of Cidco, chairman Pramod Hindu Rao, told TOI on Thursday while laying the foundation stone for the development of Pushpak Nagar, "My only request is more development for villagers."

Even as 671 hectares from 14 villages still remain to be acquired, Cidco is upbeat and hopeful with "more and more villagers expressing their willingness for the compensation package".

With Pushpak Nagar soon set to be a reality, Cidco has moved a step ahead. It has also send the message of a better future among villagers.

The expenditure for converting Pushpak Nagar into a modern hub for a future township is Rs 560 crore. Developed plots would be given to those whose lands would be acquired for the project.

"The success achieved last week, when Vahal villagers agreed to accommodate natives of other villages who would be uprooted, couldn't have been possible without the intervention of local political leaders," said Radha.

Both Bhatia and Radha have acknowledged the role played by local MLAs Prashant Thakur (Congress) and Vivek Patil (PWP).

The compensation package of 22.5% with 2 FSI for land acquisition was worked out by Patil, who at the foundation laying ceremony for Pushpak Nagar urged Cidco to walk the extra mile to reach out to more villagers.
